Texas considers school finance overhaul
Summary from United States, from articles in English
Gov. Rick Perry called Tuesday for a special legislative session to consider scrapping the state's so-called Robin Hood system of public school financing, which takes money from wealthy school districts and gives it to poor ones. (article 4) Perry wants to eliminate the share-the-wealth system, which relies heavily on property taxes, and instead raise sin taxes to maintain equity in school funding. (article 4) Perry on Tuesday summoned the Legislature to Austin to fix the state's troubled school-funding system, brushing aside skepticism that a solution can be found and vowing that lawmakers " won't leave until our work is done. (article 5) Republican George Bush acknowledged Tuesday night the United States has suffered a series of "tough weeks in Iraq" but said American forces will "finish the work of the fallen" and usher in a new era of freedom and democracy. (article 2) Debate now centers on how to overhaul the state's system of funding public schools, but state leaders and powerful special interests quietly are planning other changes - changes that threaten public education itself. (article 8) In pressing his plan to revamp school finance, Perry has embarked on a political strategy with big risks but aimed at succeeding where two of his high-profile predecessors failed. (article 7)
