BAGHDAD Iraq's foreign minister said Wednesday that concessions by both sides had advanced the prospects for a new security agreement needed for U.S. forces to remain in the country beyond the end of the year. The U.S. military reports that violence has dropped to its lowest level in more than four years but says attacks are continuing as Sunni and Shiite extremists try to regroup and undermine security gains in Iraq. BAGHDAD A Shiite militant "special group" seeking to re-ignite sectarian violence that swept through a Shiite neighborhood 18 months ago is believed responsible for a deadly car bombing there, a U.S. military spokesman said Wednesday.

HARARE, Zimbabwe - Zimbabwe's opposition leader briefly emerged from his refuge at the Dutch Embassy Wednesday and called for African leaders to guide talks to end Zimbabwe's crisis, saying a presidential runoff this week was no solution. Opposition leader Morgan Tsvangirai, who withdrew from the runoff after an intense campaign of state-sponsored violence, said the results of the election would " reflect only the fear of the people of Zimbabwe. With the opposition boycotting Friday's vote due to ruling party violence and intimidation, Rice said no outcome would be acceptable and that Zimbabwean President Robert Mugabe must allow a legitimate government to take power.

The military arm of Lebanese political party Hezbollah has been added to the government's list of organisations banned under the Terrorism Act 2000.
