WASHINGTON - The package of spending and tax cuts proposed by John McCain is unlikely to achieve his goal of balancing the federal budget by 2013, economists and fiscal experts said Monday. After yet another campaign staff shake-up, Sen. John McCain will try to repackage his economic plans by promising to balance the federal budget in four years. The Republican presidential candidate opens a handful of political offices this week in the nation's most populous state, the historical turf of Reagan and Nixon that in recent years has become a Democratic fortress in presidential contests.

RUSUTSU, JAPAN Eight of the world's richest countries opened their annual three-day summit Monday, facing criticism of having failed to keep previous pledges of aid for some of the poorest nations. UN chief Ban Ki-moon has urged world leaders to tackle the "interconnected challenges" of climate change, rising food prices and development. Leaders of seven African nations plus the chairman of the African Union, who met G8 leaders on Monday, pressed rich nations to monitor and enforce their commitments more effectively.

INDIANAPOLIS - The third day of the ConocoPhillips USA Swimming National Championships was marked by a pair of exciting rivalry races one marred by a bad start, and the other capped by an exciting finish. Just a half-hour after his third-place finish in the 400-meter freestyle yesterday, Michael Phelps took to the starting blocks for the 100-meter butterfly and another showdown with world record holder Ian Crocker. Phelps had previously coasted to victory in the 200-meter freestyle, casually setting a U.S. Open record with his time of 1 minute, 44.98 seconds.

Curried Shrimp and Summer Vegetable Couscous (Science/Technology, 8 articles)

Add the frozen hash browns, and stir and cook until the vegetables begin to get tender and the potatoes begin to stick to the pot bottom, about 4 minutes. In another bowl, combine buttermilk, apple juice, milk, applesauce, egg whites and oil; stir to combine well. Dried fruit conserve: Combine 1 cup apple juice, 1 cup chopped dried fruit mix, ¼ cup raisins, 1 teaspoon sugar and 1/2 teaspoon cinnamon in a small saucepan.
