Bush trumps Congress; Moves first on offshore drilling for oil

WASHINGTON - President Bush lifted nearly two decades of executive orders banning drilling for oil and natural gas off the country's shoreline on Monday while challenging Congress to open up more areas for exploration to address soaring energy prices. (article 9) With prices at the pump over $4 a gallon, Bush pushed the Democratic-controlled Congress to expand offshore oil and natural gas drilling in the Outer Continental Shelf and give oil companies access to the Arctic Wildlife National Refuge. (article 6) The American Petroleum Institute, the industry's trade association, said opening new regions to oil companies would, among other things, boost supplies of oil and natural gas and create more well-paying jobs. (article 11) The Republican party has made the push to expand domestic oil production a flagship policy ahead of November's election, amid mounting public concern at soaring energy prices. (article 10) Energy experts, though, say Ocean City sunbathers probably won't find themselves staring out at oil rigs anytime soon. (article 16) President Bush on Saturday tried to pin the blame on Congress for soaring energy prices and said lawmakers need to lift long-standing restrictions on drilling for oil in pristine lands and offshore tracts believed to hold huge reserves of fuel. (article 12)
